TVP

TVP aims to subsidize local small and medium enterprises (SMEs) in using technological services and solutions to improve productivity, or upgrade or transform their business processes. The programme will be implemented on a pilot basis for an initial period of three years from November 2016 with HK$500 million from the Innovation and Technology Fund.

 

Who are eligible to apply?

An enterprise will be eligible to apply if:

  • it is registered in Hong Kong under the Business Registration Ordinance (BRO) (Cap. 310);
  • it has at least one year of substantive business operation in Hong Kong which is related to the project under application at the time of application; and
  • it fulfills the Government’s definition of SMEs, i.e. manufacturing businesses employing fewer than 100 persons in Hong Kong; or non-manufacturing businesses employing fewer than 50 persons in Hong Kong.

 

What kind of projects will be funded by TVP?

TVP supports projects in the form of technological services and solutions which could improve productivity, or upgrade or transform the business processes of the applicant enterprise. A list of typical technological services and/or solutions covered by TVP is at Annex B of the Guidance Notes for Applications. Applicant enterprises are welcome to propose other technological services and solutions which could achieve the objectives of TVP. For funding support under TVP, prior approval must be obtained before project commencement.

 

How can I use the funds from TVP?

The approved funding from TVP can be used to cover the following:

  1. Technology Consultancy – the applicant enterprise may engage a technology consultant to provide external consultancy for conducting the project under application. The consultant must be a local organization/research institution, or a company/organisation registered in Hong Kong under the BRO.
  2. Purchase, rental or subscription of customised equipment/hardware, software and technological services or solutions that form an essential part of the project.
  3. Purchase, rental or subscription of off-the-shelf/readily available equipment/hardware, software and technological services or solutions that form an essential part of the project. In general, the costs of such equipment/ hardware/ software/ services or solutions should constitute no more than 50% of the project cost.
  4. Project auditing for projects with approved funding exceeding $50,000. The maximum audit fee to be counted towards the total project cost is $3,000.

Normal business operating costs will not be funded under TVP.

 

What is the funding amount?

Funding up to $400,000 for each eligible enterprise will be provided on a 2:1 matching basis. The applicant enterprise must contribute no less than one third of the total approved project cost in cash. Subject to the cumulative funding ceiling of $400,000, up to four projects from an enterprise may be approved. To ensure proper focus on project implementation, an enterprise is not allowed to undertake more than one TVP project at the same time. Expenditure items under an approved TVP project shall not receive funding support from other local public funding sources.

 

Is there any restriction on the project duration?

Each project should normally be completed within 12 months.

 

How to apply for funding?

A. Submit application with required documents:

  • Register as a user and submit its application through the Technology
  • Voucher Programme Funding Administrative System (https://tvp.itf.gov.hk).
  • Copy of Business Registration (BR) Certificate, copy of Form 1(a) of BR
  • Office or Form NAR1 of Companies Registry
  • Evidence of substantive business operation
  • Copy of identity proof of signatory on application form
  • Copy of BR Certificate of technology consultant
  • Copy of quotations for expenditure items

 

B. Assessment of Application

  • Relevance to business of the applicant
  • Reasonableness of budget and implementation details
  • Adverse record of technology consultant and / or service provider(s)

 

C. Notification of Result

  • Successful application to sign a funding agreement with ITC before project commencement

 

D. Project Implementation

Project to be completed within 12 months, submit final project report

 

E. Disbursement of Funding

  • Applicant enterprise should submit the following documents within 2
  • months after completion of the TVP project:
  • A final project report
  • Evidence of deliverables
  • Original or copy of receipt(s) certified by the applicant enterprise in relation
  • to the payment for each expenditure item

 

i) if the approved funding exceeds $50,000, an audited statement of

   expenditure for the project from an independent auditor is required to be

   submitted to ITC.

ii) if the approved funding is HK$50,000 or below, applicant enterprises are

   required to submit a final statement of expenditure and declare the final

   statement of expenditure.

  • Funding on no more than two-thirds of the actual cost of a project

科技券計劃旨在資助本地中小型企業(下稱「中小企」)使用科技服務和方案,以提高生產力或升級轉型。計劃由創新及科技基金提供五億港元設立,從2016年11月起先推行三年。

 

誰合資格提出申請?

符合以下條件的企業均可提出申請:

  • 根據《商業登記條例》(第310章)在香港登記;
  • 在本港有實質業務運作最少一年,而該業務在提交申請時須與申請項目相關;及

符合政府訂明的中小企定義,即在申請科技券計劃時,在本港僱用少於100人的製造業企業,或在本港僱用少於50人的非製造業企業。

 

什麼類型的項目能獲得科技券計劃資助?

科技券計劃就科技服務和方案的項目提供資助,以助申請企業提高生產力或升級轉型。科技券計劃涵蓋的典型科技服務及/或方案列表載於申請指南的附件二。申請企業可提出其他能達到科技券計劃目標的科技服務及方案。申請科技券計劃資助的企業,必須事先獲得批准,方可開始推行項目。

 

科技券計劃提供的資助可作什麼用途?

  1. 科技券計劃提供的資助款項可用於以下項目-

科技顧問服務-申請企業可委聘科技顧問就其申請項目提供外部顧問服務。在提出申請時,有關顧問必須為本地組織或科研機構,或已根據《商業登記條例》在香港登記的公司/機構。

  1. 購買、租用或訂購屬於項目必要組成部分的訂製設備/硬件、軟件及科技服務或方案。
  2. 一般而言,這些設備/硬件/軟件/服務或方案的成本,不應超逾項目成本的50%。
  3. 項目審計(適用於核准資助額超過五萬港元的項目),惟獲計算入項目總成本的審計費用上限為3,000港元。

一般營運成本不會獲科技券計劃資助。

 

資助金額是多少?

科技券計劃會以2:1的配對模式,向每家合資格企業提供最多40萬港元資助。申請企業必須以現金投入不少於核准項目總成本三分之一的資金。本計劃會根據項目實際成本,以發還款項方式向申請企業提供不多於核准項目總成本三分之二的資助。每家合資格企業最多可獲批四個項目,惟累計資助上限為40萬港元。為確保能專注推行項目,企業不得同時進行多於一個科技券計劃項目。獲批的科技券計劃項目下的開支項目,不得接受其他本地公共資助來源的資助。

 

項目期限有沒有限制?

每個項目一般應在12個月內完成。

 

如何申請資助?

 

A. 提交文件

附上所需文件:

 

  • 透過科技券計劃的專屬系統(網址:https://tvp.itf.gov.hk)登記為用戶
  • 商業登記證副本、商業登記署表格1(a)或公司註冊處表格NAR1副本
  • 實質業務運作證明文件用戶
  • 申請表格簽署人的身份證明文件副本
  • 科技顧問的商業登記證副本
  • 各項開支的報價單副本

 

B. 評審申請

  • 項目是否與申請企業的業務有關用戶
  • 預算及執行細節是否合理
  • 科技顧問及/或服務提供者有否不良記錄

 

C. 成功申請資助

  • 成功申請資助的企業須事先簽署資助協議

 

D. 項目實施

  • 項目在12個月內完成,提交項目最終報告

 

E. 發放資助款項

  • 項目完成後兩個月內提交下列文件:
  • 項目最終報告
  • 項目成果證明
  • 每個開支項目的付款收據正本或副本

 

I. 如核准資助額超過5萬元,提交由獨立審計師編製的經審計項目

  •  支出表

II. 如核准資助額為5萬元或以下,申請企業須提交最後支出表及聲明

  • 發放不多於核准項目總成本三分之二的資助
